		<description>At the last court session, the judge issued an adjournment to allow Francesca to get a new assessment from a dog trainer. Francesca scheduled a trainer from out of the area -- a very respected trainer who agreed to drive in, some three hours, to do the assessment at the SPCA. The city and the SPCA approved the assessment. The SPCA would provide two dogs to be involved in the assessment. They would never be in any danger. 

However, at the last minute, the SPCA changed the rules -- they would not allow their dogs to be used in the assessment for liability reasons. AT THE LAST MINUTE!

A week ago, one of the dogs that has been impounded since August 2009 at the SPCA bit an outside worker who was at the pound to spray for bugs. (Are the dogs NOT removed from the area prior to spraying????) Perhaps this is where the issue of liability came from. It certainly shows a certain sloppiness on the part of the SPCA that they cannot/do not have their own animals under control at all times.

Should we call Animal Services and report this incident?

I think it is a perfect example that &quot;accidents happen&quot; to ALL of us. So why is it okay for the SPCA to have an accident, but not the citizens of the city?

A new assessment is pending. The next court date is April 16, 2010.</description>
